State is an organization established by people by their own will. Without a state there would be anarchy. Where people have no rulers and nothing is organized, people protect themselves, their property and their rights, if they have any, by themselves. So, the stronger you are, the better can you protect them. Whereas in a society under the rule of law, people are protected no matter how strong or weak they are. If there is need, this protection can be provided by the armed forces of the state.
State serves in the first place in the provision and protection of safety. Where there is no safety people can do nothing other than trying to survive. For instance, they cannot marry because their wives and children can be killed or stolen from them. Therefore, without a state humanity would be destroyed altogether within two or three generations. People couldn’t have a settled life without a state, either; they’d have to move constantly from one place to another in quest of safety. So, they would not even have houses. There could be no economy, either, as all economic activities depend on production which could not be done because people would not produce anything fearing that their produce would either be destroyed or stolen by other people.
Among the functions of the state is the provision of justice. When there is a problem between two people they can resort to violence if they can’t reach an agreement. In this case there needs to be a third person strong enough to stop violence and solve the problem. This person is the state. The state investigates the problem and reaches a conclusion and tells who is right and who is wrong. In the end everyone gets what they deserve. Without the state, however, the stronger of the two men would beat the other and say he was right.
Basically, state is a machine; its functions depend on the people who use it. State has an enormous power. This is the power of all the people of that state combined together. Some people may want to control this power and use it for their personal ends. If such people are in the power of using this huge mechanism, things will be bad for the people of that country. The people may riot and say, especially if they are ignorant, that they are against the state. They forget the very important fact that state is a mechanism. People cannot accuse the cars when there is a traffic accident. It is the drivers or the producers of these cars who are to be accused. So, there can be no fault with the state itself as it hasn’t got its own will. It is those who use this mechanism that must be removed.
